Changes training and hiring rules for U.S. diplomats

Changes how the State Department hires, trains and deploys Foreign Service diplomats, with more focus on working in high-risk places outside embassies.

• Creates a program to recruit veterans and departing service members as diplomats
• Starts a Diplomatic Reserve Corps pilot to add trained backup staff in a crisis
• Diplomats must finish leadership training before leading, and serve 3 tours after long language training
