Requires state utility regulators to consider a rule making very large data centers pay the full cost of power plant and grid upgrades built to serve them.
- Applies to data centers and similar sites using 100 megawatts or more at one location
- The costs stay with the data center even if it ends its power contract early
- Utilities must get money or guarantees from the customer before building upgrades
