Changes Government Publishing Office programs and rules for federal publications, libraries, employees, and the Constitution Annotated, including digital editions.
- Federal depository libraries would cover all formats including digital and no longer need a minimum number of books
- Superintendent of Documents would provide catalog records with details and protect privacy of digital repository users
- Constitution Annotated would become digital and online starting after the Supreme Court term beginning in October 2026
- A joint committee would be renamed, the office could publish and accept gifts, and buying and leave rules would change
