Lets companies start building uranium enrichment facilities before getting a license, under the same terms as other nuclear fuel facilities, and orders new rules within 180 days.

- The Nuclear Regulatory Commission must issue or revise rules within 180 days
- The agency keeps its power to deny licenses and the public keeps its right to a hearing
