Directs EPA to plan recovery of critical minerals from waste

Requires the Environmental Protection Agency to write and carry out a national plan for recovering critical minerals from discarded materials, and to report to Congress every two years.

• Critical minerals are those the U.S. Geological Survey calls essential to the economy or national security
• The plan covers minerals pulled from discarded materials
• EPA must report to Congress every two years on its actions, plans and recommendations
