Changes approval rules for veterans education programs

Lets schools give veterans a notice with best-guess numbers when they can't provide the usual personalized form before enrolling, and has the VA run a website for school officials' training.

• Schools must give a notice saying which form items may be wrong or missing, plus their best estimate
• The VA must create and keep updating a website for training school certifying officials
• The new process applies to courses approved for VA education benefits
