Denies benefits at schools charging out-of-state tuition
Makes the Department of Veterans Affairs stop approving courses at schools that charge more than in-state tuition to people using Montgomery GI Bill-Selected Reserve benefits while living in that state.

- Covers those living in the state where the school is, whatever their home state
- The Department of Veterans Affairs would disapprove those courses
