Drops requirement to fold fuel bill into farm bill

Removes a House rule that required the text of a fuel and consumer bill to be added to the farm bill, so the two measures are no longer tied together.

• Ends the requirement to add the fuel retailer bill's text to the farm bill
• The requirement came from House Resolution 1224, agreed to on April 29, 2026
• The rule also covers how the House considers both bills
