Sets House rules for announcing paired votes

During the current Congress, the House Clerk must announce vote pairs from a signed written list right before the vote result, and the list is printed in the Congressional Record.

• A pair is announced just before the Chair announces the vote result
• The list must be written, signed by the member making the statement, and given to the Clerk
• The list is printed in the Congressional Record right after the names of members not voting
• Pairs are announced only once per legislative day
