Creates a national monument in Tulsa, Oklahoma
Sets up the Historic Greenwood District–Black Wall Street National Monument in Tulsa as a national park site once enough land is acquired.
- Becomes a National Park System site once the Interior Secretary decides enough land has been acquired
- Land can be added by donation, purchase from willing sellers, or exchange
- An 11-member advisory commission advises on development; 7 members are descendants of 1921 Greenwood residents
- The commission ends 10 years after the monument is established
