Changes federal criminal laws on kidnapping and child sexual abuse, including consent rules for young victims and penalties for attempts.
- Crossing international lines to engage in a sexual act with a child under 12 is aggravated sexual abuse
- For kidnapping victims under 16, consent is not a defense unless the offender reasonably believed they were 16 or older
- Sexual abuse of a minor includes knowingly causing someone under 16 to touch any person
- Attempting abusive sexual contact gets the same penalty as the completed offense
