Lets NASA buy Earth images from commercial satellites

Writes into law a NASA program that buys pictures and data of Earth from private satellites for its science research, and allows that material to be shared widely.

• NASA may let people outside the agency, such as other federal agencies, use the data and images
• Deals for the data cannot block scientists from publishing it or findings based on it
• NASA should buy from U.S. sellers when it can
