Extends board that gathers civil rights cold case records

Gives a federal board 11 years instead of 7 to collect and release records from unsolved civil rights era cases, and lets it pay state and local governments back for copying costs.

• The board's work period grows from 7 years to 11 years
• State and local governments can be repaid for copying, scanning or mailing records to the national archive
• Records from before 1990 can be released even if they contain personal privacy information
• Congress states records about these cases should be released to the public as soon as possible
