Reorganizes how the VA buys goods and services
Puts all Department of Veterans Affairs buying, contracting and logistics under one new assistant secretary, adds an independent cost review office, and sets rules for large purchases.
- Creates an Office of Acquisition led by an Assistant Secretary for Acquisition
- Requires all VA buying, contracting and logistics to be consolidated under that office within one year
- Creates a Director of Cost Assessment and Program Evaluation who reports to the Secretary
- Counts a purchase as a major program if it costs over $1 billion total or $200 million a year
