Renames Texas wildlife refuge after Jocelyn Nungaray

Changes the name of the Anahuac National Wildlife Refuge in Texas to the Jocelyn Nungaray National Wildlife Refuge.

• The refuge is located in Anahuac, Texas
• The new name is Jocelyn Nungaray National Wildlife Refuge
• Gives legal authority to Executive Order 14229, which made the same name change
