Sets 2026 policy and allowed spending levels for the military, military construction, and nuclear weapons programs; the money itself comes in separate spending bills.
- Allows buying aircraft, ships, and missiles, and sets how many active duty and reserve troops are allowed

- Requires the Navy to fix how it maintains and repairs surface ships at private shipyards
