The federal government would hand over about 45 acres of forest land, Crystal Reservoir and its dam, ditch and water rights to the City of Ouray, Colorado, at no cost to the city.
- Covers Crystal Reservoir, Full Moon Dam, Full Moon Ditch, Reservoir Number 10 and nearby water rights
- The city must keep the land as free public open space forever and pay for dam upkeep
- The United States keeps easements for existing roads, trails and trailheads
- Land would return to federal ownership if the city breaks the terms
