Automatically funds government when budget bills are late

If yearly spending bills are not passed before the fiscal year starts and no stopgap funding is in place, federal programs would keep running at last year's funding levels instead of shutting down.

• Applies when a fiscal year begins without spending bills passed and no stopgap funding in effect
• Programs, projects and activities funded the year before would keep getting the same amount
• The funding would continue on its own, without a new vote
