Extends Congressional Award program through 2028
Reauthorizes the board that runs the Congressional Award for youth through fiscal year 2028, drops rules on what the medals must be made of, and dates the renewal back to October 2023.

- Removes the rule that medals be gold-plate over bronze, rhodium over bronze, or bronze
- Treats the renewal as effective October 1, 2023, when the last one expired
- Medals go to youth ages 14 to 23 who meet standards in service, personal growth, and fitness
