Funds federal pipeline safety programs through 2030, raises fines for violations, and adds new inspection, reporting and whistleblower rules for pipeline operators.
- Raises the top civil penalty for pipeline safety violations from $2 million to $4 million
- Sets yearly funding for pipeline safety programs from 2026 through 2030
- Extends whistleblower protection to officers, employees and agents of pipeline companies
- Requires review of industry safety standards at least every 5 years
