Pays federal workers during government shutdowns
Lets federal agencies pay employees who must keep working during a shutdown while it is happening, instead of waiting until it ends.
- Covers employees required to work during a shutdown, called excepted employees
- Also covers some contractors who support them and active-duty service members
- Under current law, these workers are not paid until the shutdown is over
- Takes effect as if it became law on September 30, 2025
