Creates nonprofit to support Merchant Marine Academy sports

Lets the Transportation Secretary set up a government-owned nonprofit to raise money and make deals for the sports teams at the U.S. Merchant Marine Academy.

• The nonprofit would be owned by the government, with its stock held by the Transportation Secretary
• Board members would serve without pay, and department employees could hold up to one-third of the board seats
• The academy could rent or lease its property to the nonprofit for up to 5 years at a time
• The secretary could accept money from the NCAA, athletic conferences, ticket sales and trademark deals
