Lets tribes grant land rights-of-way without federal approval
Lets tribes grant rights-of-way across their own land under tribal rules approved by the Interior Secretary, instead of getting federal approval for each one.
- A tribe could grant a right-of-way for any purpose without the Interior Secretary approving it
- Tribal rules must include environmental review and a chance for public comment
- The Secretary has 180 days to approve or reject a tribe's rules, with written reasons if rejected
- Extends lease authority to land held in trust for any federally recognized tribe
