Creates recycling grants and data collection

Sets up a pilot grant program to improve recycling access in underserved communities and requires the Environmental Protection Agency to gather and share data on recycling and composting.

• States, local governments, tribes and public-private partnerships can apply for recycling grants
• EPA must collect recycling and composting data from states, local governments and tribes
• EPA must list certain U.S. recycling facilities within three years, then every four years
• EPA may share data and technical help to cut waste and raise recycling rates
