Buries a congressional time capsule until 2276
Directs the Architect of the Capitol to bury a time capsule at the Capitol Visitor Center by July 4, 2026, to mark 250 years since the Declaration of Independence.

- Holds a joint letter from House and Senate leaders, plus other items they choose
- A plaque about the capsule is installed with committee approval
- Capsule stays sealed until July 4, 2276, then goes to the 244th Congress
