Makes parts of contracts unenforceable if they stop an abuse survivor or others from talking about sexual abuse of a minor, including contracts signed before the law passes.

- Lets victims and people with knowledge of the abuse speak without facing civil lawsuits
- Still allows limits on sharing settlement amounts and payment terms
- Overrides state laws that let these clauses be enforced
