Extends and changes small business research programs
Extends two small business research award programs through 2031 and adds security reviews, proposal limits, training, and special awards for critical technologies.
- Extends the Small Business Innovation Research and Small Business Technology Transfer programs through 2031
- Requires agencies to evaluate security risks of applicants and explain security denials
- Sets a yearly limit on how many Phase I and Phase II proposals each small business can submit
- Creates extra Phase II awards in critical technology areas for businesses with matching funds
