Makes the Department of Veterans Affairs report its budget to Congress every three months, blocks certain bonuses for senior staff, and sets up an office for veteran customer service.
- VA must brief Congress every three months, including on any budget shortfalls and its plans to fix them
- Senior Executive Service staff at VA headquarters cannot get critical skill bonuses
- Bonuses for senior staff must be approved one person at a time by a named official
- Creates a Veterans Experience Office through 2028, with a federal review of how veteran feedback is used
