Creates a national manufacturing advisory council
Sets up a council inside the Commerce Department to advise the agency and Congress on manufacturing issues, with members appointed by the Commerce Secretary.
- Up to 30 members appointed by the Commerce Secretary, each serving a 3-year term
- Must meet at least every 180 days and send Congress a yearly manufacturing plan
- Members come from industry, small manufacturers, labor and academia
- Shuts down five years after its first meeting; no new money is provided
