Adds retaliation protections for contractors, grant recipients and their workers at the Defense Department, NASA and other agencies, and bars agreements that give up those rights.

- Protects refusing to obey an order that would break a law, rule or regulation
- Allows proposed discipline for officials who ask a contractor to retaliate
- Says rights and remedies cannot be waived, including by forced arbitration deals
