Allows uranium enrichment plant building before license

Lets companies start building uranium enrichment plants before getting an operating license, as long as they notify state, local, and tribal officials first.

• Building could begin once the Nuclear Regulatory Commission accepts the license application
• The applicant must notify the state governor and local and tribal officials at least 15 days before starting
• Building before a license is issued is entirely at the applicant's own risk
• The commission has 180 days to write new rules, and may exempt applications already filed
