Requires photo ID to vote in federal elections
Voters would need a valid photo ID to get a federal ballot in person, and mailed ballots would need an ID copy or extra paperwork.
- Election officials could not give out a federal ballot to anyone without valid photo identification
- Provisional ballots count only if the voter shows ID within three days or signs a religious-objection affidavit
- By mail, voters would send a photo ID copy, or the last four Social Security digits plus an affidavit
- Overseas military voters and some disabled or elderly voters would be exempt from the mail rules
