Stops federal funds from being used to send Homeland Security or National Guard employees to places where elections are being held.
- No federal money could pay for sending Homeland Security employees to election sites
- No federal money could pay for sending National Guard members to election sites
- The ban would apply at or near any location where an election is taking place
