Authorizes tourism grants for tribes and Native Hawaiian groups

Lets the Bureau of Indian Affairs, the Office of Native Hawaiian Relations, and other federal agencies give grants to tribes, tribal organizations, and Native Hawaiian organizations for travel and tourism activities.
