Revises charter for Federal Bar Association foundation

Shifts many rules for the Foundation of the Federal Bar Association from its federal charter to its bylaws, giving its board more say over office location, membership, and officers.

• Moves membership terms, board duties, and officer elections from the charter to the bylaws
• Removes the requirement to be incorporated and based in Washington, D.C.; board sets main office
• Bars directors and officers from political activities in their corporate role; extends loan ban to members and employees
• On dissolution, the board decides how to distribute remaining assets instead of sending them to the U.S. Treasury
