Adds unpaid interest to three tribal water funds

Authorizes adding unpaid interest to three tribal water funds for the Navajo Nation, Taos Pueblo, and Aamodt Settlement Pueblos.

• Deposits unpaid interest into the Navajo Nation Water Resources Development Trust Fund
• Deposits unpaid interest into the Taos Pueblo Water Development Fund
• Deposits unpaid interest into the Aamodt Settlement Pueblos' Fund
• The three funds were set up in 2009 and 2010 and did not allow interest to build up
