Expands whistleblower protections for federal contractors

Adds refusing to follow an unlawful order to the protections federal contractor and grant employees already have for reporting misconduct, and covers intelligence and state, local, and tribal workers.

• Says these protections cannot be given up in an agreement to settle disputes before they happen
