Extends and expands harmful algal bloom programs

Extends through 2030 and expands federal programs that study, monitor, and respond to harmful algal blooms and low-oxygen events in U.S. waters.

• Extends the harmful algal bloom and hypoxia law through 2030
• Requires a federal task force to give Congress a strategy at least every five years
• Directs the National Oceanic and Atmospheric Administration to create a monitoring network and incubator program
• Tells the Environmental Protection Agency to improve freshwater monitoring in lakes, rivers, and reservoirs
