Pulls U.S. troops from hostilities against Cuba

Tells the President to remove U.S. Armed Forces from fighting in or against Cuba unless Congress has declared war or approved military force there.

• U.S. forces must leave hostilities within or against Cuba
• The order does not apply if Congress declared war or approved force
• The U.S. could still defend itself from an armed attack or imminent attack
• Counternarcotics operations would not be affected
