Bans slavery and forced labor as criminal punishment
Proposes a change to the Constitution so slavery and forced labor can no longer be imposed as a punishment for a crime.
- Would remove the part of the 13th Amendment that allows forced labor as punishment for a crime
- The change would take effect only if three-fourths of state legislatures approve it
- Voluntary prison work programs and court-ordered community service would not be affected
