Requires ending hostilities Congress has not approved
Tells the President to stop using the military against recently labeled terrorist groups and drug trafficking groups unless Congress declares war or votes to allow force.
- Covers groups labeled as terrorist organizations on or after February 20, 2025, and states where they operate
- Also covers non-state groups that traffic illegal drugs
- Military could still defend against armed attacks or help with approved counternarcotics work
- Notes two strikes on vessels in September 2025 and says Congress was not given enough details about them
