Directs removal of troops from Venezuela hostilities

Requires the President to stop using the military for fighting in or against Venezuela unless Congress declares war or approves the use of force.

• The President would have to end the use of American troops for hostilities in or against Venezuela
• That applies unless Congress declares war or passes an authorization to use military force
• The military could still act to defend against an armed attack or an immediate threat of one
