Recognizes the women who brought coffee, doughnuts and company to U.S. troops in World War II, the Korean War and Vietnam, calling their service deserving of official recognition.

- Recognizes the Salvation Army Doughnut Lassies of World War I as their inspiration
- Notes more than 600 women joined the Red Cross program in Vietnam from 1965 to 1972
- Says 5 Red Cross workers died in Vietnam, including 3 women from that program
